SPLEX-900 - Action list modifications not being persistent

• After reboot removed actions appear again
• Same problem when importing plugin containing actions

Problem has been solved. Modifies action list persists, but removed actions can be re-activated only by importing plugin which contain appropriate action. In this case all actions contained in plugin are visible and active again.
